ICD-10 Implementation

On January 16, 2009, the U.S. Department of Health and Human Services (HHS) released the final rule mandating that everyone covered by the Health Insurance Portability and Accountability Act (HIPAA) must implement ICD-10 for medical coding on October 1, 2013. The mandate requires the replacement of the ICD-9-CM code sets with ICD-10-CM and ICD-10-PCS. The Centers for Medicare and Medicaid Services (CMS) have indicated the ICD-10-CM/PCS compliance date of October 1, 2013 is firm and not subject to change. There will be no delays and no grace period. Providers will not be able to continue to report ICD-9-CM codes for services provided on or after October 1, 2013 (http://www.cms.gov/ICD10/Downloads/ICD-10MythsandFacts.pdf).

ICD-10 implementation will radically change the way coding is currently done and will require a significant effort to implement. The code-set will grow from its current 17,000 to more than 141,000 codes. This transformation in systems and processes is expected to bring about significant industry change and provide potential benefits in performance and quality measurements, public health, and research.

Annual Code Update Timeline

The last regular annual update to both ICD-9 and ICD-10 code sets will be made on October 1, 2011. On October 1, 2012 there will be only limited code updates to both ICD-9-CM & ICD-10 code sets to capture new technology and new diseases and on October 1, 2013 there will be only limited code updates to ICD-10 code sets to capture new technology and new diseases.
